33 2025 年度报告 ANNUAL REPORT 2025 社会责任 SOCIAL RESPONSIBILITIES 履行政策性职能 PERFORMING POLICY FUNCTION 2025年9月，国务院发展研究中心宏观经济研究部发布《中国出口信用保险公司政策性职能履行评估报告（2024年 度）》。该报告聚焦高水平助力稳外贸大局、高质量服务共建“一带一路”、高标准做好金融“五篇大文章”等方面对 公司政策性职能履行情况进行客观评价。 《报告》指出，2024年，中国信保以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大和二十届 二中、三中全会及中央金融、经济、外事工作会议精神，持续贯彻落实习近平总书记关于充分发挥出口信用保险作 用的重要指示精神和党中央、国务院决策部署，牢记政策性金融机构职能定位，积极配合中央巡视和落实巡视整改 任务，扎实做好金融“五篇大文章”，不断提升服务实体经济质效，政策性履职效能显著提升，为推动我国高水平对 外开放作出了新的贡献。 In September 2025, the Department of Macroeconomic Research under the Development Research Center of the State Council released the Policy Function Performance Assessment Report of China Export & Credit Insurance Corporation (2024). The report provides an objective evaluation of SINOSURE’s fulfillment of its policy functions, focusing on bolstering stable foreign trade, facilitating high-quality Belt and Road cooperation, and advancing Technology Finance, Green Finance, Inclusive Finance, Pension Finance, and Digital Finance. The report noted that in 2024, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, SINOSURE fully implemented the guiding principles of the Party’s 20th National Congress, the second and third Plenary Sessions of the 20th Central Committee, as well as the Central Conference on Work Relating to Financial, Economic and Foreign Affairs. Following General Secretary Xi Jinping’s instructions on better leveraging export credit insurance, SINOSURE continued to implement the decisions and arrangements made by the CPC Central Committee and the State Council, stayed committed to its mandate as a policy-oriented financial institution, earnestly cooperated with the central inspection by the CPC Central Committee with full implementation of the rectification work of the inspection, focused on carrying out initiatives in five key financial sectors, including Technology Finance, Green Finance, Inclusive Finance, Pension Finance, and Digital Finance, and continuously improved both the quality and efficiency of serving the real economy. Thanks to these efforts, SINOSURE has significantly improved its performance in fulfilling policy functions, thus making fresh contribution to driving China’s high-standard opening-up.
