37 2025 年度报告 ANNUAL REPORT 2025 支持民营企业承建哈萨克斯坦风电电站项目，实现绿色惠民生项目落地 Supporting a Private Enterprise in Constructing a Wind Power Plant in Kazakhstan, Delivering Green Benefits to Local Communities 2025年，中国信保向某民营企业承建哈萨克斯坦100MW风电电站项目出具中长期出口买方信贷保险保单。电站建 设投运采用无追索项目融资结构，由中国工商银行、中国银行牵头组建的银团融资，融资及购售电均以人民币计 价，有效规避了汇率风险，降低了融资成本，并助力人民币国际化。 该项目被列入“中哈产能与投资合作重点项目”清单，是重要的绿色惠民生项目。项目采用“100%中国制造、 100%哈国施工”的“共建”模式，是目前哈萨克斯坦境内投运的单机容量最大的风电机组。项目并网后，年发电量 预计可达3.87亿度，每年可为当地减少碳排放38.7万吨，为当地提供超过500个就业岗位，培训200余名哈方技术人 员。此外，由于无需面对额外的锁汇成本，企业下调电价的空间更大，进一步降低了当地居民的用电成本。 In 2025, SINOSURE issued a medium- and long-term export buyer’s credit insurance policy for a 100MW wind power project in Kazakhstan, built by a private enterprise. The project adopted a non-recourse project financing structure upon construction and operation, with syndicated financing led by ICBC and BOC. Lending as well as the power purchase and sale were all denominated in RMB, hence effectively avoiding exchange rate risk, reducing financing costs, and supporting RMB internationalization. The project was officially designated as a Key Project under the China-Kazakhstan Production Capacity and Investment Cooperation framework, representing a significant people-centered green initiative. It followed the principle of joint contribution, featuring “100% Made in China, and 100% Built in Kazakhstan”. It currently operates the largest wind turbine in terms of single-unit capacity in the country. Once connected to the grid, the project is expected to generate 387 GWh annually, reduce 387,000 tons of carbon emissions per year, provide over 500 local jobs, and train more than 200 local technical personnel. Moreover, by eliminating additional FX hedging costs, the enterprise gained more room to lower electricity tariffs, thereby further reducing power bills for local residents. 案例
