7 2025 年度报告 ANNUAL REPORT 2025 2025 marked the final year of the 14th national Five-Year Plan and was a year of special importance in China’s modernization drive. Over the past year, by staying focused on our core mission, reinforcing our sense of responsibility, carrying out initiatives in five key financial sectors and unwaveringly following the path of financial development with Chinese characteristics, we resolutely implemented the decisions and arrangements made by the CPC Central Committee and the State Council, fully leveraged export credit insurance and continuously improved the effectiveness of serving the real economy. With such efforts we delivered solid results to ensure a successful conclusion to the 14th Five-Year Plan. We remained steadfast in core mandate, supporting enterprises to secure orders and expand market presence. Amid a severe and complex external environment, we expanded credit supply and enhanced claims service. For the full year, our insured amount exceeded USD1 trillion again, our service reached nearly 250,000 clients, all marking record highs. Both the penetration rate of export credit insurance and the proportion of policy-oriented business in our portfolio were further increased. Our efforts effectively helped exporters to prevent, absorb and mitigate the accounts receivable collection risks faced against the backdrop of the trade war. Client-centered, we empowered clients to perform more effectively in development and innovation. Aiming at clients’ needs of expanding international footprint across critical sectors, key corridors and strategic pivot points, we improved our products and services by introducing a number of new business models and underwriting approaches to actively support new forms of foreign trade and service trade such as cross-border e-commerce, overseas warehouses, etc. We rolled out a work plan to promote high-quality development in inclusive finance, including carrying out three special actions of supporting clients through releasing favorable policies, providing targeted, streamlined and accessible services and using digitalization, reducing clients’ insurance cost, refining service scenarios for the “International Trade Single Window”, and upgrading the 95387 Integrated Customer Service Platform. We strengthened risk management system, building a resilient shield for clients to guard the bottom line and ensure safety. We have consistently prioritized clients’ risk protection and continuously published research findings such as the Handbook of Country Risk and China’s SMERI (SME Export Risk Index). By enhancing dynamic risk monitoring and early warning system, we have leveraged our professional expertise to safeguard clients in their overseas operations. We have incorporated five major industrial clusters, including machine tools, into our industrial chain underwriting framework, so as to better assist clients in their competitiveness and stability of industrial and supply chains. We have established a postunderwriting monitoring mechanism for major projects and advanced the standardization of claims processes. Our efforts reinforced confidence and resolve of Chinese exporters venturing into international markets. Since the 14th Five-Year Plan period, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and steadfastly following General Secretary Xi Jinping’s important directives on fully leveraging export credit insurance, we have forged ahead with determination despite complex situations and challenges, and successfully accomplished all tasks. The cumulative insured amount reached USD4.8 trillion, and the number of supported client has grown by 70%. SINOSURE has spared no efforts to support foreign trade enterprises in navigating shocks such as the COVID-19 pandemic and trade frictions, making positive contributions to the cause of high-level opening-up, culminating in the successful conclusion of the Company’s 14th Five-Year Plan. The year 2026 marks the inaugural year of the 15th Five-Year Plan period, which calls for new missions and endeavors. Rallying more closely around the CPC Central Committee with Comrade Xi Jinping at its core, we shall stay true to our original aspiration, shoulder our missions. We will serve the nation’s high-level opening-up with high-quality performance of duties, secure a strong start for the 15th Five-Year Plan through concrete results, and make new contributions to driving high-quality economic and social development!
